Bug description: When Soul Fragments are created that exceed the cap of 5 active fragments, the oldest fragment is now automatically consumed if it is within 60 yards of the Demon Hunter. If it is more than 60 yds from the Demon Hunter, it despawns. at freakz u can over cap it and if u over 5 souls and old souls sometime dosnt get consumed to active Painbringer and Reasve healing atm this not working

Rejected. Your proof shows nothing, this happens every time you use Fracture @ 5 fragments, 2 new fragments appear and THEN you consume 2 old ones - so this doesn't prove anything. I've also tested this on the PTR and the consumption order/Painbringer procs/healing work fine.
