Bug description: When you have relics reducing the cooldown, it does not reduce the cooldown by 10 seconds.

I also timed it with my phone and the cooldown is around 7-8 seconds late.

So to be clear, Trueshot cooldown should be 2min if you use the 3 relics.

4, 5 and 6 level in that trait will not reduce with 10 seconds. The scailing is at it follows 10/10/10/8/6/4. The tooltip is just not updated yet.

There was a hotfix in 7.1.5.
