Exit from the game, delete the Cache folder. Go and retake THE QUEST (you will find every NPC in this guide https://forum.wow-freakz.com/ALL-CLASSES-Artifact-Weapons-Questline-Guide-t474557.html) .If you still need help open a ticket.
