At the end of the cast, RoF should freeze the enemies, it doesn't have an activation time (Coalesce) as it did on Cata.

With PoM you get no cast time on RoF and should freeze the enemies instantly. Not it has the 2-3 seconds that you can walk through in and out of the ring without being trapped by it.
The RoF with 2 sec cast time works, the one without the cast time doesn't.
