Bug description: Overflow procs for enemy mobs with self healing. Usually making them unable to heal beyond the first cast. The Arcway is a good example of this.
Proof: Can easily be tested

7.2 overflowing affix is gone, problem solved xD.

Aside from that I can confirm this bug, it actually lets the arcway mobs heal only every 2nd cast.
