Bug description:
as you see in the images... chain lightning is not benefiting from mastery:overload properly.
Proof:

removed, creating a more valid one.

with the mastery:overload at 70% plus the [totem mastery] totems, chain lightning should have an overload chance of 80%...

we dont get 80% overload procs with chain lightning

You are wrong sadly. Chain lightning has /5 proc chance. On single target it will barely proc due to this. In your case instead of 80% you have 16% chance on chain lightning, BECAUSE it does proc on ALL targets hit. Meaning it has a chance to overload on each target hit by your initial chain lightning (if you are lucky you can get 5 overlaoded chain lightnings on a pack of 5 npcs just with 1 cast from Chain Lightning). It would be ridiculously op to get overload on each target with 80% chance so Blizzard decided to work like that.

Read carefully the part where it says proc chance.

"Chance (percent)
= MasteryValue(ShamanElementalChance,false) / 5

You are right it wasn't like this in the PTR, it got fixed during live, someone created a detailed report and brought the correct mechanics to my attention -
