i mean that owners must make level up to who deserve that if they are more active on server.. and dont let the admins (champion/generals/warlords) make topic request to level up.
the owners decide who deserve level up and who deserve stay on her level or down.

and preferably to review admins every 2 months to do that (level up/ down / fix / absente / suspension.. ) from owners
