Raid Finder Priority Que

Bug description: Raid finder Priority que doesn't work at all, if someone decline you are not in priority que, it put you in que like you just first time in queue.
+ there is visual bug when you in loading screen you can't access button for LFR

You can't make a valid proof, because this is totally server side, you can check by self, by queue for LFR and after someone decline you gonna wait like first time you queue can take even 10min and just one decline.
and one decline is like instant replace and should get instant queue again.
