[COMPLETED] Hailstorm not given to me after selecting need

I rolled on the item itself and everyone else passed and the loot wasn't given to anyone.

I did The Eye of Eternity and was going for the loot Hailstorm. It had dropped but I wasn't given the item. Both people in my party can vogue for them passing.

These are the other two people there with me and neither of them got it either. The loot was never given to anyone even though I selected need on it.
