Bug description: Quest is not placed on a spot where it suppose to be.
Proof: There are no proof quest that starts Light's Heart questchain is not there also according to your website I havent done by any player.I fully remember this quest existed in Freakz pre-Argus and It was fully working since I got my Artifact Apperance with my alt character.

The questchain isn't implemented yet.
You can also see this when you open some of the artifact appearance guides such as this where this achievement is marked as pending.
