Bug description:
Proof: I've been abandoning the quest, starting again multiple times now. 30 minutes maybe. Every time I get on the bird, its buggy in movement and doesn't let my % go up towards to quest completion. Can't kill anything! Help

I need this for flying mount progres...

The pathing issue with the NPC has already been reported here.
As for the Forces %, you get 3 buttons which you can use after you mount the War Eagle. Try to use a combination of those, especially on the first pack at the start and you should be able to complete the quest. I had no issues regarding that when I tried to reproduce the issue.
