Alright so, in your video you put on frostbrand weapon baseline, its attacks should only slow, not do frost damage which is one of the conditions for it proccing,in the retail video you posted the person is using hailstorm talent as you can see from his description which makes your frostbrand attacks deal damage, and that is why he is keeping the buff up.
