Reputation of Council Of Exarchs "Faction"

Character name: obifenom
Bug description: i stuck at %96 revered with available quests . there should be some enemy npc's that gives you reputation when you killed them . for example : https://www.wowhead.com/npc=85168/sargerei-acolyte
in horde version of this faction (frostwolf orcs) it works properly and its easy to be exalted but most of quests and that enemy npc's doesnt work in alliance version "council of exarchs"
