[Shaman][Restoration] Ancestral Vigor

Bug description: Ancestral Vigor should only proc from Healing Surge, Healing Wave, Chain Heal, Riptide's initial heal, however I went through all the spells and Gift of the Queen, Healing Rain, Unleash Life also proc it. Healing rain makes it a pretty important bug, as it can just straight up increase the HP of you entire raid.

Confirmed, Artifact ability and Healing rain should not apply the Ancestral vigor buff.
