Shattrath City "Strained Supplies"&"More Venom Sacs" not startable if hated with The Aldor

Bug description: Sha'nir is an NPC in Shattrath City that gives those 2 quests. I am exalted with "The Scryers" and in order to switch factions to "The Aldor" (with which i am hated but NOT at war) i must farm these quests. She is supposed to give them regardless of my reputation with the scryers yet i am not able to talk to her or Ishanah (who gives another quest). The switch should be possible and IS required for the feat of strength "Hero of Shattrath".

Also i believe the other way around (switching from The Aldor to The Scryers might be bugged too, Ishanah and Sha'nir have Scryer counterparts that offer similar farmable quests).
Proof: I've no idea how to upload images or videos but i'm standing in front of both NPCs and there are no quests to be taken. My player name is Pyndel - Felsong.
