Should characters which have not logged in 2 years be deleted

What it supposed to mean? I'm totally serious, no need to be spiteful. Just said what I think about it. For me it's irrelevant what's going to happen, because I'm logging ocasionally to the game just to prevent such things to occur when I decided to take a longer breather. But I know how people may feel after losing their characters. I was in similar situation. Anyway if I had to choose I would prefer rename option for these players.

here we are mainly speaking of the <85 lvl characters like lvl 1 ones that are not logged since forever, they are prolly just made and left there

I think we're going a bit off-topic here, read the topic's name, 2 years is a lot of time, and it proves that people are not coming back, because they probably left wow, or went to another server, if they decide to come back here, then bad luck, they level another char with a new name, period.
