[Stormwind][Learning the Ropes] all battle pets are level 0

Bug description: I would like to start pet battling and I just picked up the quest Learning the Ropes (from Audrey Burnhep, Stormwind City). My character is a level 110 Night elf, if it makes any difference. I went out to Elwynn Forest and I found a few (5-6 maybe) critters there but all of them are level 0 and not a valid pet battle target. My pets are all level 1. I've tried to look around other places (where the pets should be level 1-3, like Dun Morogh or Teldrassil) but I didn't have any luck. Everything is level 0. I've only seen squirrels, rats and rabbits yet, nothing else. I installed a pet tracker addon too but it doesn't help. I need to find some level 1-3 battle pets, I won't be able to level my own ones up without battling.

One more thing: I run into a squirrel in Highmountain and that squirrel was also level 0.
