Strange Lag on 2 machines, or boxing

I thought it had been solved, but seems to be there still. I can cast and move on one machine, and it works fine, but the other machine looks like it isn't casting, its just stuck in lag. But on the machine that is working fine i can see the character casting, moving, everything. Now it isn't just one comp that has the issue cause i can load up 2 clients on my laptop and one will work fine and the other has this issue too.

I changed the 'optimized network' and 'direct x 9' options via suggestions on a previously closed post.

When you open multiple clients on the same pc it wll lag, Are you trying to multibox ?

No, i was using it to test. My wife's computer and my own running 1 instance each does this too.

I have the newest direct x, its set to direct x 9 in game, and have just updated my video driver a few days ago, no newer ones currently available.
