Bug description: This quest should become available after completing this quest: The Valewalker's Burden - https://www.wow-freakz.com/quest_helper.php?quest=42230&&name=the-valewalker-s-burden and obtaining achievement -
Nightfallen But Not Forgotten - https://www.wow-freakz.com/achievements.php?achievement=10617&&name=nightfallen-but-not-forgotten.
However, NPC which starts quest - Thalrenus Rivertree - https://www.wow-freakz.com/npc_finder.php?npc=101766&&name=thalrenus-rivertree is not spawned, nor does he have option to start it.

Proof: just checking links provides proof.

As of today, this is still bugged. And unlocks quite a big chain. Also part of the Good Suramaritain Achievement.
