[Suramar] Lalathin not spawning on it's Balcony(62.5, 86.8)

Bug description: Ever since patch 8.3 Lalathin now spawns on the balcony around(62.5, 86.8) in Suramar do to The Nighthold Raid world quests being turned off and has continued to spawn on the Balcony(62.5, 86.8) due to being removed from "The Nighthold" Raid ever since the removal of Raid World Quests from "The Nighthold" in Retail no longer requiring the need of the Raid World Quest "The Nighthold: Love Tap"
