Swiftness Potion bugged

Bug description: After you use 1 of them, you will have infinitely cooldown on it ( if you log out and log in or if you change map it will reset the CD ) and this potion also shares CD with https://www.wow-freakz.com/item_finder.php?item=142117&&name=potion-of-prolonged-power when it shouldn't. If you check WoWhead, it only share its CD with old potions ( https://classic.wowhead.com/item=2459/swiftness-potion#shared-cooldown ) .

Proof: It's so easy to test it, just use it and you will see. ( it was working in 7.1.5 )

P.S. : It also says " Cooldown Starts Upon Leaving Combat " but i am in Dalaran without combat. ( https://cdn.discordapp.com/attachments/700647488775782430/722399708181692456/unknown.png )
