The Avowed reputation not working for donated level 60

Bug description:

I donated for level 60 + skip all shadowlands campaign.

The avowed reputation is not working, farm mobs in open world should give reputation, and Halls of Atonement dungeon.

I did both, but still 0 neutral reputation.

Normally there is a quest to unlock this faction, but no quest since i donated for that.

Even though, if this faction is in reputation frame, shall work to give reputation for me.
