We haven't removed anything.

Minimal clients download game data through Blizzard's CDN (Content Delivery Network), but Blizzard has removed game data older than version 8.0 from it.
No one knows why they suddenly did this now, when they didn't bother for so many years (Minimal Clients have been a thing since mid-Cataclysm) but that's how it is now.

Don't blame this on us.
