Timeless Ile Opening

Hey am new here ;( sorry if i posted in the wrong place ) so i wanted to know if the timeless ile is actually opened for player or not cuz apparently its not , no quests for it , even the Gnome that suppose to give us a teleport there is actually gone ; + when using the fly i get teleport out of it , So any response to this please?
