Bug description: Buff doesn't fall off after being interrupted once within the circle (even though the spell is limited to 1 interrupt) and also doesn't reduce the duration of silence and interrupts by 70% Instead it's 100% You can just cast Fear over and over again.

Confirmed.

After the 1st interrupt that is reduced by 70%, makes you immune to interrupts for the duration.
