Bug description: No loot from that boss. There are 2 copies of boss, btw that boss doesn't give loot. I've tried on Heroic and Mythic mode.
Proof: Can't take a screen to proof that.

confirmed, what is stripped by the boss should be personal loot.

I'm not sure about Personal Loot for Rukhmar since on wowhead loot chance of all items is just hide with "??" symbol and we see it only because wow-freakz didn't the same. If we check another world boss, older than Rukhmar, Nalak(wow-head link) we can see that a boss with Personal Loot mode have "PL" near all items it drop and in this case it's same on freakz database for Nalak.

Then, since chance to get loot is very low(10.22% - 0.05%) we can say it's supposed to drop everytime an item.

if any loot drop rate is not 100%, then chances are there that there will be no loot for that source. forgot where this is said by a mod where the topic had a source which had multiple contents at around 17%. as such it was "normal" for there to be no loot

just opened one https://www.wow-freakz.com/item_finder.php?item=128670&&name=savage-gift and remembered. it has 3 items of 13% probability, 3 currency of 20% and mount of 2% yet most of the time it gives no loot. so you can luck out with the remaining chance of no loot. same as this npc
