[Warrior][Arms] Execute rage refund

Bug description: If execute consumes maximum rage (40) the rage refunded should be 30% of 40 = 12 but the rage refunded is 9 should be 12, if used at 27, refunds 5 rage, if used at 10 rage refund is nothing, should be 3 rage.

on retail, 1:05, uses execute (consumes 40 rage) gets back 12 rage, he goes 127 rage > 99 rage =>12 rage refund

This was fixed here https://forum.wow-freakz.com/view-post-5883627.html when it didnt refund rage at all, what is actually happening now is that execute refunds only the additional rage, its always skips the 10 rage required for casting it, if you substract 10 rage from every case I gave, the results are what we currently have.

I tested out Execute and the spell is acting strange.

I modified my warriors rage to be 40 RAGE because the spell consumes 10 RAGE and + additional 30 RAGE which should be 40 RAGE, and like this make it easier to test it out.
So if the spell does not kill the target it should refund 30% of the rage that was consumed by it ( 30% of 40 = 12 ), but the problem here is different.

After using Execute you can see that COMBAT LOG is showing, that I consumed 30 RAGE and gained 9 RAGE (PROOF) - https://imgur.com/a/oiLTN2n - // more (PROOF) of using Execute - https://imgur.com/a/7yLnUW6 -
But thats not all. The COMBAT LOG is showing us that I only consumed 30 RAGE and got refunded 9 RAGE (which is correct if the ability only was consuming 30 RAGE), but as u can see on my WEAKAURA or my Character RAGE bar Execute consumed 40 RAGE and only refunded 9 RAGE.

So the problem is that when I use Execute it takes 40 RAGE, but only refuns 9 RAGE which should be 12 RAGE.
For some reason Execute is taking the 30% refund of the 30 RAGE (COMBAT LOG STAT = 9 RAGE) and its adding it up as A REFUND of the 40 RAGE that was consumed, which should be 12 RAGE and not 9 RAGE.

Also tested out RAGE refund with Ayala's Stone Heart finger legendary and as u can see -https://imgur.com/a/3UTP0ez- it only gives back 9 RAGE
