[Warrior][Protection] Into the Fray proc

Bug description: Sometimes Into the Fray doesn't proc. Relogging can debug it.
In these proofs i tried a first time and i've relog debugging it. I went to Dalaran and back near some mobs and the problem occur again. I haven't understand the exactly reason that cause this bug, maybe if you are in a rest area and go in world you can reproduce it.
It doesn't happen in dungeon/raid or pvp instance.

The buff works perfectly @dungs/raids. Still sometimes it get' bugged on the open world. Its just a small bug
