Bug description: It should not be on diminishing return. At the moment it's 1 second, half second, quarter, so it's useless

Confirmed,

First use of Thunder Clap (while having Thunderstruck talent choosen) roots the target for 1 second, using it the second time cuts the root duration in half and so on and on.
The talent should not be affected by diminishing return as stated in the proof: us.battle.net/forums/en/wow/topic/20769467284
