[Westfall] Murder Was The Case That They Gave Me

Bug description: So clue 1, 2 and 3 can be obtained by killing the npcs once they turn neutral and killable, this appears to be random and you should be able to get the clues by talking to the npcs instead of killing them. Also, clue 4 doesn't seem to be in the game (?) The database says it can be obtained by killing a Thug, but they aren't spawned anywhere, nor should we get a credit from them.
