Bug description: Killing the npc's (remnant of anger) gives no progress towards completing the quest. I've abandoned and retaken the quest several times. One occasion it jumped to 32% from 0 and stayed there.

Does this issue still happen?
Please try to abandon the quest with deleting your cache folder as well and then try again.
