Bug description: The prerequisite quest A Covert Operation has been completed (can't remember when) but when i go to Ravandwyr to get the new quest, i can't interact with him and he starts repeating the same dialog line as soon as i get close to him. (in the image below you can see that i've checked both the needed quest and the prerequisite quest)
