Battles pet dropped from raid bosses should all have between 10 and 20% drop chance.

Not sure what to say about this, the links you show are from 7.2 / 7.3. For example https://www.wowhead.com/item=142086 on live retail is 6% drop chance, but on 7.1.5 retail https://www.wow-freakz.com/wowhead/715/?item=142086 it was 1.5%, exactly how it is on our server...

I tried to search for some info, but didnt found anything about that. The only thing we can be sure is that all the pets for the achivement should have a higher chance to drop than http://www.wowhead.com/item=142084/magnataur-hunting-horn that blizzard made with lower chance and because of that they said it wouldnt be a part of the achivement (i will try to find the blue post for proof, but you can check comments here http://www.wowhead.com/achievement=11320/raiding-with-leashes-iv-wrath-of-the-lick-king).

Since on 7.1.5 the Magnataur Hunting Horn is listed as 0.6% drop chance, all the other items should be (a lot?) higher than that. It doesnt make sense to have some items for this achivement with 0.2% chance (https://www.wow-freakz.com/item_finder.php?item=142087&&name=ironbound-collar)

All the drop pets from old raids except the Magnataur Horn (since it's not part of the achievement) are supposed to be around 7-10% drop rate just like any other item. The idea behind the achievements was to get people to run old content for fun not drive them crazy, hence the reasonable drop rates. It should take on average no more than 8-10 tries to get one of those pets which means anywhere from a couple weeks to a couple months depending on how many versions of the raid can be done a week.

I personally have one pet from this particular achievement despite running all ICC/ToC/Uld content weekly for months now and just started doing it with my alt. In the same time frame I'm essentially 1-2 pets from finishing the other Raiding With Leashes achievements and have collected anywhere from 2-4 extra of many of those pets. I probably have 30+ pets from Raiding With Leashes 1-3 and exactly 1 from Raiding With Leashes 4 and that just shouldn't be the case and I see nothing anywhere on retail forums describing similar issues in 7.1.5. At this rate it will take 2-3 years to get that achieve, that alone should tell you something is wrong.

Minus the Magnataur Horn, the rates should be comparable with other pet drop rates (7-10%).

Healthy bump, would like @Shocker to reconsider this stuff as it's clearly wrong. The Drudge Remains pet off LK is a .25% chance. That's 1 in 400! 4 times less likely than Invincible!

These should all be 7-10% except for the Magnataur Hunting Horn. Please fix these!

http://www.wowhead.com/item=142094/fragment-of-frozen-bone says its 5%. I know that the archived version of the database you have from 7.1 says its lower, but as you can see in the link i shared (https://twitter.com/perksnpeeves/status/776225003599634432), they were always intended to be the same drop rate as the other achivements. Its one of the cases were the wowhead drop was wrong and they fixed later, cause the rates didnt changed on later patches, they only fixed on wowhead.

Edit: Just to clarify, Jeremy Feasel works at Blizzard, thats why his answer to the twitter is a valid proof. He said the drop rate for the Magnataur Hunting Horn was so low that seemed mean to add it to the achivement. So all the other items included on the achivement should be a lot higher than it. That means around 10% like the ones from the older achivements.
