can't change xp rate

This isn't exactly a bug but I didn't know where else I could post this. I used to be able to change my xp rate (to 1x) in my profile and now I can't. Is that option no longer available? I really really would love to change my own xp rate. I've only spent a small amount of time on wow and I'm already lvl 20. I'd love to properly enjoy questing like before. Thank you
