creating the Legion character

hi dear freakz
in first page there is a line :
- If you are interested in the mounts/pets/achievements transfer please carefully read the rules about creating the Legion character, otherwise you will NOT be eligible for transfer
but when i click on link i go to https://www.wow-freakz.com/polls.php?poll=1 and its a voting page
can you help me where i can find rules /
