donation issue with Pendant of the Scarab

Hi
i used left over donation points to buy Pendant of the Scarab Storm http://www.wowhead.com/item=64881
and after only useing it once it has stopped working and says "The spell is not available to you" surely i don't need to lvl archeology to use it as it worked the moment i got it

Seems it works on my alts that i mail it to whether they have archeology or not,just refuse's to work on my mage after the 1st and only time i used it, wtf ?
