high world ms in the raids

Hello there.
its been few days i changed my windows and installed wow again.my drivers is update.
when i go to the raids my home ms is good but when the boss is get pull my world ms is get to 10k but my home ms is still OK.
i can chat i can see the loots but i cant cast any spell.
what should i do? please help!

I really don't know your problem but,
well all i know is, when you have latency problem, that's cause your net connection or temporary server problems, if you have FPS drops its cause of your computer hardware (slow cpu problem)..
and when latency increase, its always world latency will be rise, home will rise at maximum state,...

so my suggestions are,
check a bandwidth check and see your network activity, find out if your net connection is slow
Check if any other application sucking all your net bandwidth, example windows Update
