how can i measure my lag?

I remember somewhere i read something about packet tracer or something like that

coz in open world i've the "normal" lag of 250-350ish that i always have but can do stuff

but as soon as i get into bg it still says 350, but my "insta" spells take something like 4 or 5 seconds

i get killed and only after at least 30 seconds or more i get to a graveyard

this just makes it impossible for me to do anything

i see everything like a flipbook

i go back to open world and things are the normal lag

any help on how to measure my actual lag?
