Bug description: "Will of the Lich King revealed" phase does not complete on all specializations, i've disabled addons, deleted cache, reinstalled the game.. nothing helps.

When you disabled addons and deleted cache, did you do that on that same spot or did you do that before you retook the quest?

Try to abandon the quest, then unstuck your character and disable your addons. After that, pick the quest up and retry.
