Max prestige level should be 15 on this patch ( 715 ) on 725 its 25, i mean achievemnts can proof this, and this website probably https://wow.gamepedia.com/Honor_system_(Legion)

Can confirm that currently prestige caps at 8, but this will most likely be fixed in 7.2.5.
