no third relic slot on my weapon after doing the quest

so far i was doing the campaign to unlock the third relic and i couldn't get it even when i finished the quest for it, so i kept going with the quests untill i reached this one

and i couldn't do it since i can't use the followers for it for this reason

as you see in pic no followers to send even i have them all active
the proof for my third relic still locked even i have more followers (which means i'm more into the quest chain of the order hall) than other paladins have already third relic unlocked

and for example the pally with less followers have 3 relics already
