pick starlight rose and empty loot

Bug description: cant find starlight rose
Proof: hi
i have herbalism professions, and have legion herbalism but my skill stop in 100, i any time pick starlight rose have empty loot!
i don't have problem by other flower in azsuna, val'sharah, ... just have problem in suramar bay starlight rose.
pleashelp me

I can confrim that most of the time, looting Starlight Rose the lootbox is empty. Or you only get Starlight Rosedust.. But no more Starlight Roses

What rank of Starlight Rose do you have? Rank 1 has a pretty low chance for the plant to drop and that's probably why you can't get any.

my starlight rose rank 2, I tried for two weeks and pick almost 100 starlight rose, but I did not get a single starlight rose, I only get starlight rosedust sometimes. Only after picking a flower Coming out NPC, after killing I can get flowers from them
