I can confirm this, the same energy issues.
I have tested this with my rogue at 30% base haste + slice and dice talent + ring that gives the vigor talent.

On my current rogue, the energy regeneration is far below.
Without bladefurry and a normal outlaw DPS rotation I cannot use basic skills (saber slash/pistol shot) because I don't have energy.
