I've searched forum and saw multiple bug reports for Dragonwrath staff quest line have been rejected while they are still bugged.
I'm wondering if there is a specific reason not implementing this ...

Try completing WQ on revered zones (without deleting any thing) with your character that already have all zones revered (but doesn't have achievment).

I think I found the workaround solution for this.
Account details: Two 110 characters (both migrated). One have partial progress on the achievement (not itself but completed some WQ so got the rep)
