I have an idea.
How about disabling all artifacts whether they can be obtained or not.
At level 100 give us a weapon with an item level of 750 or 800 (via mailbox or npc) .

Yeah it is.
You can compare by soloing Lord Marrowgar in ICC on retail and on freakz PTR for an example.
I don't have retail right now so I cannot do the comparison.

Are you going to implement the system that makes you able to solo old content? It makes you deal more damage vs mobs with lower levels than you while receiving less damage from them.
