Evasion does not give 100% dodge chance, welcome to legion. All classes have 20% expertise in PvP, effectively making Evasion do 80% dodge only. This was discussed several times, Blizzard addressed this issue in the patch 7.2, stating that abilities that grant over 100% of dodge or parry will not be affected by Expertise. But in 7.1.5 they are.

i know right?!

but they're still bugs. fixing everything to the point of perfection is not a waste of time really. it'll just bring a more satisfying and enjoyable experience to freakz.

also, some of the bugs there are game-breaking.

like the hunter flare ATM.

or like cloak of shadows and ignite.
