race change for 10k vote points

Add race change to the Vote Shop with some price like 10k vote points. This will motivate people who cant spend money to vote even more and strictly when hte 12 hours are gone. It could be even race change but fraction not like its done atm with the customization and other races are grey.

It's a bit too much for 10k vp. 1k should be like sufficient even tough you can transform weekly forum rep into vote points + voting for 10 points every day. But this feature it's not a priority for the moment.
