stelth capping ... again

i am not sure if i should put this in bug section or ban request section... so I put it here to be sure it's in the wrong place.
Don't know if this is 'fixing one - breaking another' or some clever exploit.. but stelth capping is back on the table.

This is really annoying since the rogue can sap this shit out of you till the base is capped. Look at this ASAP pls
