[REJECTED] Cannot activate Reins of the Green Proto-Drake item

Character name: Charlip
Bug description: When I click the Reins of the Green Proto-Drake item in my inventory it doesn't teach me how to summon this mount, but displays a message "No charges remain" instead. I have checked and I have master flying bought on this character and I don't have this mount activated yet from before. I've had the item in my inventory for a while since last time I played on this character was during Shadowlands expansion.
