Descrierea bugului / Bug description: Am mai facut un topic dar se pare ca n-am fost inteles. Starsurge are un timp de cast de 2 secunde. Daca in timpul asta de 2 secunde intervine un proc de la Shooting Stars, dupa ce ai terminat de castat Starsurge ar trebui sa se reseteze cooldownu la Starsurge si s-o mai poti casta odata instant, iar Shooting Stars sa se consume. La noi nici nu se consuma Shooting Stars, dar nici nu se reseteaza cooldownul de la Starsurge. Pe retail, la patchul 4.0.3 s-a rezolvat un bug aproximativ la fel: la ei se consuma Shooting Stars dar nu se reseta cooldownul de la Starsurge, in aceleasi conditii.
